Q: Advertised speeds versus actual speeds explained
A: Information on the internet requires addressing information.  With out this information, some data would not reach you and missing data would not be replaced.  This fault tolerant and addressing information makes up anywhere from 13% to 20% of all data transmitted to and from you. 
 
As an example, lets assume you have a 1.5/384 DSL connection. This means that the best speed you can ever achieve is 1500kbps (kilobits per second) as the download speed and 384 kpbs as the upload speed. At least 20% of that is used for addressing and encapsulation. 80% of 1500 is 1200kbps, and 80% of 384 is 307.2 kbps. So if you have a 1.5/384 line and are getting speeds of 1200/307 or better, then your connection is performing well.
